Frames are a relatively new addition to the HTML standard, having been included in release 3.0.  Therefore, not all browsers support this group of elements.  Popular browsers, such as Netscape and Internet Explorer releases 3.0 and higher, do provide full frames support.

2. Work with the Frameset, Frame, and Noframes elements
3. Use the attributes of the Frames elements to control the display
4. Set Targets appropriately
